Legislative Amendment 16-02 - Recreational Marijuana Facilities

Legislative Amendment 16-02 would amend Monmouth City Code Title 18: Zoning regarding recreational marijuana facilities.  These include recreational marijuana retail sales facilities, production and processing facilities, testing laboratories, and wholesale sales facilities.

The amendments would allow recreational marijuana retail sales facilities in all commercial zones, except the Commercial Office (CO) Zone.  All retail sales facilities would need to meet requirements regarding public access, hours of operation, and security.  Recreational sales facilities cannot be located within 1,000 feet of a public or private school attended by children under age 18.

The amendments would allow recreational marijuana production and processing facilities, testing laboratories, and wholesale sales facilities in all industrial zones. These uses would only be allowed within buildings subject to development standards addressing security and public access, odor mitigation, and waste security measures. 

The amendments would also prohibit licensed commercial production and processing of marijuana in all residential zones.

Public hearings on the proposed amendments are scheduled for Wednesday, December 7, 2016 before the Planning Commission and Tuesday, January 17, 2017 before the City Council.  Public hearings begin at 7:00 p.m. and are held in the Monmouth City Council Chambers, 144 Warren Street S.
