Utility Payment Information

Since City Hall is now closed to the public, utility and court payments can be made one of three ways.
 
Utility and court payments can be made:

1. Online through Xpress Bill Pay
The online bill pay system is experiencing very high usage which is causing the website to slow down. Xpress Bill Pay is aware of the issue and is actively working to restore the site to normal operations. Xpress Bill Pay recommends trying to access the system "after hours" between the hours of 7pm and 7am on weekdays, or on weekends.

2. By phone: 1-800-720-6847 to pay by credit card.

3. Utility Drop Box in the alley located west of City Hall (see photos in the attached file). 
Please place your payment (check, money order or cash payment) in an envelope with the utility account #, name and address. 

In response to COVID-19, all utility shut-offs and late payment fees have been suspended for the months of April and May. If you have any questions or need to make alternate payment arrangements as a result of a change in employment status, please call us at: (503) 838-0722. Utility account holders are encouraged to pay as much of their bill as possible, so as not to have the balance become unmanageable. For information on utility payment assistance, please contact the Community Action Agency at (503) 623-8429 or LIEAP (866) 299-4216 for an appointment as soon as possible.
